    To provide challenges, we could always use the questbook mod which is popular in many modpacks. Custom crafting would be an interesting idea as well to prevent any one faction from amassing too many items. For example, make the quarry recipe much harder than normal.

    From personal experience, creating modpacks is doable, but you need a lot of testing and it can get really unstable with the increase of mods (All the conflicts). In my experience, pixlemon is not really a viable option, and as discussed, having a skyblock like server would probably be the move...
