The Speed III is really annoying, can we just not have it?

Going at Lightspeed when I walk is annoying, I'd rather just not have it.. can you make a toggle?

The reason for the speed at spawn is to speed up the process of players travelling through spawn. I can add a button to disable the effect each time but the speed itself wears off after 30 seconds.
